I have a rider with a salary of 11,000 and I already trie 7 times to reduce is salary to 8,000 and he always decline the offer.

I did it a few times with a crappy rider, just to have him as an helper, but he refused and immediately ended the negotiations. When I tried again, I had to offer him 10k as a bonus, just to make him happy again, or give him a raise, so I fired the bastard......
This means you have to be careful. In real life you don't accept a lower salary, so cyclist here don't and that is a good aspect of the game.
This is a manager game and negotiation is a important part of it. I like this part of the game and I think IP developed this well. Salary is also in real life inmportant and you have to think before you act.
Gringo, to be honest, I think you are fucked with this salary and you won't get it down, unless you sell them. And learn from it.
