Any advice about tactics? Do I need an scout to get new cyclists?

NO, scout is very expensive and don´t worth.
Check the market for young riders from bot teams, its better.

Yeah, this should be posted as a greeting message to every new manager: DO NOT HIRE A YOUTH SCOUT!
Indeed you should buy for cheap some additional cyclists to increase your squad to at least 25 cyclists (because you can train up to 25 cyclists with full efficiency).
Your new cyclists should be young, cost less than $10000 and should have decent values in steering and balance (the higher the better ... if steering and balance are both >= 5 it should be ok for the moment)
Don't forget to set your cyclists up for training!

I have plenty of money. Over $1,000,000. If I did get a good scout (10 in everything) what sort of quality cyclist would he give me?

I still wouldn't get a scout.
I have been making and spending money upgrading my team constantly (purchasing cyclists for more then a million regularly). I had about 3.5 million and they announced that scouts would only get 18 and 19 year olds, so I gave it a shot at the beginning of the year
Since then my finances have been relatively stagnant rather then gaining money at a good clip. I haven't had as much to spend on the transfer market. I've upgraded my scout to 12/10/14.
I've had two hits. One was week 1 and was less then impressive. Sold him for 35K. The second was week 2. currently 0/6/3/3/0/0 - 6/5/3/2 - 54kg at 18.
I'm keeping the scout until I have 3 "keepers", to give me a youth squad of cyclists from the US (my team has few US riders), then I'm ending the experiment.
