Well, this is my idea :
The Champions of Division 1:1 and numbers 2 will promote to "prof" divisions. There will be 2 "prof" divisions. the computer will choose which team will paricipate in which division. The two teams of the same country WON'T come in the same "prof"division.
At the end of the season, the team with the less point of the two country teams, will change places with the new champion of 1:1.
It is a new challenge for teams who end up in the top two of 1:1 for a already a couple of seasons.

And what happens with the number 2 of division 1.1 the next season when only the teams with the least points will change place with the champion of 1.1 ? He will not promote to the "prof"division ?

I think its quite a good idear, especially the fact of an international competition, but it will have to be worked out properly...

It is indeed a good idea.
There are 18 different countries.
Let's promote each champion of the 1.1 div to an international championship so we have 18 teams there.
And use the same key for relegations. Last 6 will fall back to 1.1 of their respectively countries and those champs of that 1.1 league will replace the dropped teams.
Sure there will be 1.1 champs who don't promote but ....
OR ...
Another idea on this one. Make some kind of national championship for each country in which only the top 5 of the 1.1 league + the team in the international championship may participate. Make it 10 riders each (at the end of the season) and the best avg team promotes/stays into the international league?

How about an international tour at the end of the competition, containing 10 stages... all nr 1s of the 1:1 of every country will participate against eachoter, all nr 2s against eachother, 3s and so on... I think this will give an extra dimension aswell, and there are no promotion/relegation difficulties
