There is something strange in our Division (4:6). A rider (Trifu) won today's stage in the Vuelta 11 seconds in front of the second. But he still has 99% fitness, so can one win a race while riding on 'Save fitness'? Or is this a bug?

Of course it is possible..
example: rider on 70% rides at 70% of his value rider on 60% (save fitness) rides at 60% of his value
If 60% of his value is still better than the other riders, then he will win.
Don't forget peloton is mathematics!

Still, i don't think it should be possible.
But he probably would have a real high skill on downhill and therefore he won.

A rider on save fitness doesn't attack, so I can't imagine that he will be able to drop the peloton while riding on save fitness.

Well, it was on the last part he got away (downhill). So if he has 7 on downhill and riding only at 1% fitness he still would be going faster than someone with 2 or 3 going at 5% of fitness.
So this would also work: a rider with mountain 20 and on save fitness would go faster uphill then riders with mountain 10 and going at 5% of fitness. This makes the sprint and TT less important.

Not sure what you meant about 1% or 5% fitness. A guy losing 1% is riding at 60% effort. So if his effective skill on the downhill is 7... that at 60% effort and 100% fitness his level is 4.2. A guy riding at 100% effort will lose 35% fitness. At 100% effort and 100% fitness with an effective skill on the downhill of 2.... his skill is 2. If you have a bunch of 2's and 3's in downhill riding at 70% (1.4 or 2.1)... a 60% at 8 or 9 can easily get away. Much of the game is having your riders strong in areas others are weak. Especially at attack points and the finish.

Not sure what you meant about 1% or 5% fitness. With 5% of fitness I mean a rider with normal status (helper or sprinter). But with 1% fitness, the rider was riding on 'Save fitness'.
