maybe he attacked and was 'nearly' caught by the peloton?

It's wrong anyway. It all condenses down to one question:
Was the peloton in his slipstream at that point of the race? My sense about RL would say yes, my sense of programming would say no.

Programming answer : if a cyclist attacked, every second in front of the peloton counts, i.e. there is no grouping with the peloton as long as he is "faster" than the peloton, in this case it will be hundreds of seconds which seems a bit odd, I have to admit
