This is not a bug.
Up until 7 in each primary skill a rider trains at the maximum the trainer is able to teach. But each rider has a hidden Future Ability (FA) in each primary skill (e.g. flat in this case).
Riders train with the maximum FA (20) up to skill 7, then begin using their hidden Future Ability for the skill. At best (FA=20) this will mean that the rider continues to train at about the same rate as they did before hitting 7 in the skill. The lower the FA in flat, the longer the rider will take to train from flat=7 to flat=8.
If you record the rider's Transfer Value (TV) each week just before he hits 7, then in the 2 weeks after he hits 7 you should get a good idea of what his FA in that skill is - the average TV increase will be about the same before and after hitting 7 for riders with high FA in that skill. If a rider did not increase his TV more than at least $5000 per week after hitting 7 I would not continue with training that skill, given a choice.
If the rider has trained more than 8 weeks after skill=7 without reaching skill=8 he has a relatively low FA in that skill. If your trainer had another skill (I notice he does not) I would switch the rider to training that skill. Alternately you could use the rider as an untrained squad rider or sell him.
P.S. You can train up to 25 riders without penalty - with only 22 riders you currently have some spare training slots so I would recommend buying some more riders if you can afford it.
