that's not a bug, it's just not that smart. Staff have certain wages they want, to increase their mood. Wheather they are making more then this demanded wage doesn't matter to them.

Indeed, it's a (small) bug, but you're better of paying the exact wage requested by the staff. I'll fix it with a next update that staff members will never request a wage lower than what they are currently making.

I would not do that, certainly when there is no extra (mood)bonus. If I give my scout 100k wage on content mood, then currently his mood raise is the same as if I would have given him what he asked. As it is now, you can overpay your scout/trainer but you can "undo" this mistake by giving him his next wanted wage (I like it)

or make it so that if you offer a certain amount, the mood immediately rises to the appropriate level. For instance, when you offer your content scout $129,150.00, he'll rise to delighted immediately.

once brought to delighted a youthscout keep asking for more money...I know it is quite human...but then what? he will keep on asking for more money for ever?

I notice that are 2 steps of each mood or something like that. No importance if he is delight half or delight full? Or somethimg like that?

You noticed right. About delighted: this is the absolute maximum, so no sublevels in delighted. Once you got there, any extra investment will only cost you, but you will have no return in mood increase for it.
