Rules don't looks very clear to me.
What's important : lead skill and/or race result ?
Do the leader has to be also a good cyclist or is it just his Leader's skill that is is important ?

of course his cycling skills are important. He will ride the race just like the other's, but his leadership has a positive effect on the whole team. btw, each race a cyclist is selected as teamleader, his leadershipskill will improve a little. so there are nog negative consequences about a teamleader: even if there is no good leader among the cyclists you would like to select, you should one of them select as teamleader...

Ok, my question wasn't clear enough For example, I've got 2 cyslists, one with good Leader skill but not so good others, the otherone has got good others skills but worst lead. Which one will have best leader's effect on the team during race ? Is it a mix between other skills and Leader skill or just leader skill matter ?

only the leader skill matters to decide who's your ideal leader.
