No, bots enter the race at the moment of the simulation (hence why you can't see them in the participation list until after the race).
This seems more like a bug. For bots, the cyclist selection is always the same; all cyclists are retrieved and the first 5 are assigned to the team. Afterwards, the injured cyclists are removed by the race engine. This is probably what happened there.
If I change the cyclist selection for botteams to exclude the injured ones, it should be solved.

Hey IP, This problem has come up again or it still is not solved. Bot teams are still entering injured players. e.g. BOT 1445 in 4:16 Eneco Tour, Deutschland Tour....
Any idea when it will be solved?

Sorry about this bug, the code that selected the cyclists didn't work too well in certain cases. It has been corrected, and now there shouldn't be injured cyclists in bot teams anymore

They did in Vuelta, but I assume you arranged it after the first race of the Vuelta. Tour de Pologne is OK, no injured bot-cyclists. Thks IP
