When you select different wheels / frames / helmets, etc... you get a message like "flat -2%, mountain 2%". Does the negative % mean that you are getting an improvement or does it mean that you're actually decreasing the setup's suitability?
In other words, is "Rear Wheel 1" good for flat and bad for mountains or is it bad for the flat and good for mountains?

The % are directly applied on the cyclists' skills. So, flat -2% means that the material is not good for a flat race.

Is it a good tactic for a new team to use equiment or is it too expensive for the potential benefits?

I think it is a bad tactic. If really you want, just use it for very homogeneic races that you want to win with cyclists at 100% effort.

IF you are in a budget, DON'T BUY! because it is 1000 per tool.
By the way, - is it is not good in that part. for example: your player have a 3 in flat and a 2 in mountains. If the tool you select is -2 in flat and 2 in mountain means the cyclist flat will go down to 0 and the mountain skill go up to 4.
I think is that way (:

These are percentages!!! 3 flat *(1-2/100) = 2.94 flat 2 mountain *(1+2/100) = 2.04 mountain That's all...

No i dont think so. You should save some money and then buy a real good cyclists. Its hard to find a cyclist with +5 skill, and they will quickly cost you € 500.000. But once you promote to a higher division, you will need these kind of cyclists! So be careful with your money.
