What's the ideal Team Size for a new team? I can't afford to buy a scout presently.

You can train 25 cyclists, so i would buy till you reach 25 cyclist.

what cyclists should I look for?
There seems to be loads at less than 10k with skills from 0 to 3.
Should i aim for cyclists with skills at least 3 in two areas?
Or should i aim for highest possible average i.e. 2 overall?

I would go for cyclists with 3 (or more) on flat, mountain and/or sprint. These are the most important skills.
