Now you are confusing me, I thought this table was pretty straightforward. s06 is (pulled in) season 6, There is no mentioning of how far they got. The first graph is the one that is based on the int. ranking of season 9, the second is based on season 8, the 3rd on season 7 and the last one is based on season 6. (Before that the ranking wasn't made ...).
I try to explain further and refer to the line named 'top 10', under s01 there is a 2, under s02 there is a 6, and under s03 there is a 2. This means of the 10 cyclists in the top 10 there are 2 which are pulled in season 1, 6 were pulled in season 2 and 2 were pulled in season 3. 2+6+2=10 ...
Although your conclusion is a right one, there is absolutely no relevance in it to the graphs above.

OK, now I got it. Thx for explaining! And the hight (vertical) means the amount of cyclists that were pulled. So in season 2 there were the most amount of cyclists pulled or created.
edit: wrong again
season 2 has a large amount of cyclists in the top 1000

Thanks Schizm Good information. Its nice to see some countrys like Portugal, Spain, Germany and United States, growing to be better in the future and short the gap to the Elite countries. And other like United Kingdon, Poland and Ireland recover on classification.
