Touching on an important issue in my view: the impact of mood is maybe a little too big?

In my opinion, definitely yes. The main issue I have with it is that you often end up in a vicious circle: you start out with a mood that's ok, but lose out against delighted/very happy guys --> mood drops after a while --> results get even worse --> mood drops further. There's just no stopping it, unless you're willing to give very big contracts, but that will probably bankrupt you at one point For me it should be more about rider quality than about mood.

Mood dropping only happens when attacks fail. Don't attack a lot on mountain points if your riders aren't really good compared to other riders on mountain.

I think either a mood reset at the end of each season, or a mood that tends towards "normal" over time makes sense. Maybe "pleased" for this game.
One of the games I play there's an enthusiasm factor that tends towards 5, you can build it up by putting less effort into easy / less important games and use more of when you have an important one. Those factors aren't relevent to Peloton, I'm just explaining how / why it works there.

Problem is that, in my opinion, riders that are substantially worse but are "delighted" beat guys that should (easily) win based on their skill. In other words, if you have a very good rider in skill, but he does not have a very good mood, you should never attack with him, resulting in the fact that you may have the best rider in the game (with respect to skill), but he will never win a race. That sounds a little odd to me..

This season the fight will be between De Droeftoeters, Team Franconia and Nightbiker.
Lets see if Belgium breaks the hegemony of Netherlands or Germany.
