Isn't it possible to encourage the active non-playing team by sending them an e-mail? I think it is not so hard to generate those mails automatically. Let say teams who don't race for instance in 7 successive races or after two weeks of being inactive get a 'warning' or remembering mail to encourage them to subscribe for the races.

Do you become inactive after not logging in for a while or not participating? Because sometimes I just dont bother to subscribe me since I cant win anything anyway

Yes you do! After a few weeks, do not exactly know how many, you become an inactive team (team without a manager) and will have to start all over again. Even so if you do not participate in a tour or you participate in a tour with less then 3 racers you lose some supporters. They will return at sunday (luckily) Nevertheless you finished 7th past season, not bad at all for the first year in 3rd Div.

You become inactive when you don't log in for 2 months (8 weeks). A mail reminder is indeed a good idea!

Gpro.se sends out a mail in the morning if you have not got your orders in for the nights race. I'd suggest the same for Peloton.
Run a script that checks if orders are in - if not just an email saying Reminder - You have not submitted orders for <race>
