Romania is not representative, but it is number 3 in peloton after Belgium and Holand. I said in my post about Romania because romanian users are old in this game and have a lot of money. For me 30 mil is not so much. In this game have money ONLY the teams (4-10 teams) who sell all their team and cry after that they don't have what to buy (this is my impression)
poor teams doesnt afford a youthscout
I think ALL teams need to loose some time (training) to see if they have good players on training, in this way a new team could reach the older teams.
With your scout this game will be only math and older teams will have an advantage.
I like mostly of the ideas on this forum BUT economics ideas are very important and they influence enourmsly the game, and if IP wants to make some economical changes need to think very good what's doing.

It might have some potential if one person bids for a rider and the team gets a message (Team X bid Y amount of money for said cyclist.. accept sale or not with immediate effect/effect from start of new season/any number of days) which would come closer to the reality side of it where cyclists are approached and offered contracts while still being with a team Rarau, this method (which is only ONE way of implementing his idea) can work well since it "matches" both sides: 1.The buyer which offers to a cyclist of his choice 2.The seller which agrees or not to sell In the end it will be a matter of choice for the person owning the rider which by all standards is fair and will allow a better "flow" of cyclists if anything You will also have your transfer market but this will merely facilitate direct approach which is in no way as "a fun killer" as you call it in my point of view

The possibility of a direct sale is a very bad idea because it would create a opportunity for cheaters to trade cyclist under their real market-price ! I also voted "bad idea" because if I you want to monitor the FA of a cyclist who is not on the TL, you could easily do so now (just put a few weeks time and a little effort into it). And when monitoring a cyclist who is on the list I agree with rarau that this would give an unfair advantage to the richer teams. If this get implemented this should at least only be possible for cyclists of which the manager had the chance to estimate the FA themselves (f.i. for cyclists who popped 2 times or more).

I don't think you should take cheaters in account for something like that IF it would approve the gameplay. I also voted "bad idea" because if I you want to monitor the FA of a cyclist who is not on the TL, you could easily do so now (just put a few weeks time and a little effort into it). Well yes, you can find out on cyclists FA, but you have to know HOW to do it, probably only some people on the forum know how...
